GESC Manual updates are now available for review!

What is the GESC Manual? 

The Grading, Erosion, and Sediment Control (GESC) Program is the regulatory framework established by SEMSWA to comply with MS4 permit requirements. The goal of the GESC Program is to implement effective construction Control Measures (formerly known as best management practices BMPs) as a standard for all land disturbing activities to minimize the discharge of pollutants associated with construction activities.

Why is SEMSWA updating the GESC Manual? 

Minor revisions were last made to  SEMSWA’s GESC Manual in 2023.  The 2025 revisions are more substantial and are proposed to better align the manual with current regulatory requirements, improve the user experience, and incorporate updates based on technical advancements.

In addition to this digital process, SEMSWA will be hosting a GESC Manual open house on Thursday, June 12th from 3:30-5:30 open to anyone interested in learning more about the GESC Manual and the proposed changes. 

What major changes are proposed? 

The proposed Manual updates include these major changes:

  • Propose three GESC Program Permit categories instead of five  
  • Simplified GESC Narrative sheet to replace GESC report
  • Updated Engineer’s Cost Estimate to reflect current costs
  • Revised Standard Notes and Details for ease of use and to improve compliance with CDPHE permits
  • Permit process updates for Owner/Operator Changes
  • New topsoil requirements to proactively manage revegetation
